Hi Would it not be easier to make a boot floppy for the 520c?
You can make a 68k boot floppy buy useing the make disc part of an OS 8 cd
rom do this on the 7200 and then send him the floppy.

You might also have troubles booting the 520c from the zip as the zip file
will be a ppc boot directory and not 68k. You might get lucky and it might
boot.but i would have my fingers crossed when trying.

I have a boot disk for the 5xx series if you want an image sent.
