You might also have troubles booting the 520c from the zip as the zip file will be a ppc boot directory and not 68k.
I used the custom install "minimal OS install for all computers" , as opposed to the option of "minimal install for this computer" so it should work.

I just wanted a minimal install so I could include the installer for OS 7.5.3, as well as some utilities. I just thought it odd that it was so minimal that it didn't include the Startup Disk control panel. I did another Custom install which is a "universal install for all computers" and took the Startup Disk control panel from that.
But, it seems odd that that when I boot from either installation that it will only boot the system on the zip disk and I have to go to the Drive Setup and mount the computers Hard drive on the 7200. Although, once in a while it will work as it should. I tried a Rebuilding the Desktop on zip disk and it worked for a while.
