I created a boot disk on a zip drive by installing a minimal system for any computer on a 7200 but it didn't install a Startup control panel for some reason. Anyway, when I bootup on the Zip disk using Command, shift, option, delete, the hard drive doesn't show up. I have to use drive setup and mount the hard drive. This doesn't happen when I use the Startup control panel. Any reason why this happens? I was creating this boot disk for someone who doesn't have a CD rom on his 520c laptop.

Ray,

Back when I had a 5300 laptop, I used to do the same thing, as my 5300 did not have a native CD ROM Drive. I always copied that small bootable System Folder off of the Norton Disk Doctor CD. It was small enough to allow plenty of room on the Zip Disk for other emergency/repair items. The System Folder on the Disk Tools Floppy should also include everything you need to boot the 520c.
