No. There is a ROM upgrade slot in all early PCI macs 7/8/9x00 series. It was
intended to be for upgrades but was never used.

The 9500 was supplied with a ROM SIMM.
This is the so-called "Tsunami".
The later production was the so-called "Tsunami w/ROM". These had soldered
ROMs.
The "Tsunami" required an eight chip ROM-SIMM.
The "Tsunami w/ROM" had four ROMs soldered to the mobo.
The "mother of all 'six slot' Macs" is the "Windsurfer", which looks almost
identical to a "Tsunami".
Sadly, a "Tsunami" ROM SIMM cannot make a "Windsurfer" go.
Also, I think it is speculation (unproved ?) that a "Tsunami" ROM SIMM, which
will physically fit in an Apple Network Server mobo ("Shiner"), will convert
that machine into a Mac.
It will not, as the "Shiner" has a PC-type onboard video.
However, I understand that someone has added Radeon 7000 support to Linux for
the ANS.
