I had similiar problems with my Xircon USB card, USB Overdrive didn't make it work but USB Card Support 1.4.1 smi from Apple did the trick.
USB Overdrive was never meant to replace the Apple USB Card Support package. All it does is provide much better support for USB input devices than the stock Apple drivers.
For example, my Japanese Elecom 2 button/scrollwheel mouse, using the stock Apple drivers under OS 8.6 only works as a one button mouse and the scrollwheel is unrecognized. Using USB Overdrive, both buttons are seen by the computer, as is the scrollwheel.
