While it's not a PCI modem, ComputerGeeks had a 56k external serial  
modem for less than $20.

There are a few, but very few (none of the WinModems will) that will
work if you can figure out the script necessary for that modem.  Put
it in, see if the computer recoggnizes it, if so use "Modem Script
Generator" to make the script for it.  May take several tries to get
the script right.
