What would be the best software for viewing a folder of photos and creating a contact sheet to print out? Something that would run on 9.1 on my 7600?

I'm hoping you'all can make some how-to recommendations...
My housemate, on her PowerBook G3 (MacOS 9.2.2), wants to create a "year book" for her RV Club. She has hundreds of pictures (mostly jpeg, some tiff) and has painstakingly identified each by setting the Finder's file comments[*]. She likes using the Browse window in GraphicConverter 4.4.4 to print the "book". Now she'd like to have the pictures captioned with their file comment instead of their filename. AND she'd like to be able to send club members the pictures but not loose the comments (few use Macs).
Thought of doing this with AppleWorks, as some sort of database. But that doesn't make the pictures self-contained/portable. We'd like to somehow "embed" the comments within the picture's file. Tried iPhoto - not a good experience[**].
There's the Finder's file comments. There's the Comment window in GraphicConverter. And there's the Comment field of EXIF.
Would one of the latter two fields be appropriate for the "embed"? Are any of those three actually the same field? If a jpeg or tiff is transferred to a PC, can the GC Comment field be viewed and/or edited from programs like ACDSee? What about EXIF? Is there a way to automatically transfer the Finder's file comment to the GC Comment or EXIF Comment field?
Any recommendations / ideas on how to do all this?
[*] Karen's use of file comments would not my first choice of where to put such information, but she had it all done before I even knew about the project. I'm hoping AppleScript or something can extract them. [**] iPhoto or anything that requires OS X is not an option... Karen's first attempt at using iPhoto and Jaguar were disasters - lost pictures, crashes, etc. The very thought using either again makes her steam. She loves GraphicConverter and she loves OS 9.
...After reading this thread in pci-powermacs, I've downloaded ImageBuddy and am trying it out. Ahm feeling a bit lost in it, as it's performance isn't very good on my PM 7300.
