I believe I ran into a similar problem, awhile ago, and the reason upgrading to a later version helped, is because "they" change something called encryption algorithms or something else like that (I'm not an expert on this) ... and older versions of the Browser will stop working efficiently as sites use later algorithms ...
Well, that's how I perceived the problem ... you don't need a broader band line, just the latest transmission codings or something ...
Not up on the latest techno-babble ...
increasing memory for the app might be a key factor as well ...

I just looked up Mac IE on MSN, and the latest version for you is 5.1.7.
Also discovered a later version (5.2.3) for my use on OS X ... seems like we've helped each other just by asking ...

I would try using a later version of IE ... I have 5.2.2 ... or is that for OS X? ...
Is their a later version for OS 9.1? have you tried increasing memory for the IE version you're using?
