Could iCab
have caused the Favorites Toolbar to get lost in IE?

No. iCab does its thing in its own prefs folder.

I am now recreating all of the folders I had in the Favorites Toolbar in IE.

Is there some kind of a conflict between iCab and IE?

No. But IE has many conflicts with the Mac OS.

 I hope the Favorites
don't disappear each time I open IE?

Make sure IE's bookmark file is in the right place and not corrupted.
