On my 8600, this happens, but if I restart it (CMD+CTRL+PWR), it starts right up

On my 9600, after the power button is pressed, and the startup chime sounds and such, there's at least a minute, if not more, of hesitation before the screen comes up and everything starts loading.

It has an Sonnet 800mhz G4 upgrade, 896MB ram, ATI Radeon 7000 video. Could the battery being on it's way out cause this, or is it a common thing when you have the upgrades, like the Radeon? Or, could the hesitation come from when the machine is testing the ram?
