I would try to put something more than first aid thru it, norton's, disk warrior or at least tecktool lite (the latter if only for its rebuild of the desktop). Can you check its id is kosher? And can you simply transfer files to it ok? ie, will they go on and be readable? You may be able to transfer the 9.1 system files manually. You create a folder called system folder and haul all relevant on the CD over. Sometimes when I want to start from a hd on my 7300 or 7600 that has no system folder, I copy temporarily the one on the existing startup disk and it has worked (I am pretty sure at least *sometimes*. I set startup control panel appropriately). The installer may be looking for some data on the hd you have not got - I don't know why if it is not an upgrade 9.1? This may kickstart the process...
