It's the ISP and don't let them tell you otherwise.  That's a
pretty common fact that DSL will do this from time to time,
mine does it too.  Sometimes I've heard that making a proxy
server or enabling it will help this problem, but it does not
in my case.  Of course to do that, the ISP will have to give
you a proxy IP number to enter.

Hello Gang, I need your assistance with a haunting PC
problem.  A client of
my has an HP Brio 210 with 191mb RAM, Windows 98SE, MSIE
5.0.2919, HP
EN1207D-TX PCI 10/100 Fast Ethernet Adapter.

Problem:  As he is browsing the internet for no apparent
reason he can not
access websites.  If he clicks the "Home" icon or "Refresh"
button he gets a
small blue progress bar and than an error message "can not
access server."

Work Around: He has to go into the network neighborhood
properties and then
the TCP/IP properties and manual click on each tab, not
making any changes.
Click on OK, restart computer and no problem.

The problem is not solved with the work around for it comes
back at varying
times.  His DSL provider, Verizon, says the DSL unit and
connection is
working fine.  His ISP, Maui Net, says there is no problem on
their end and
that his settings are correct.  Here is the link to Maui

If any of you have experience with DSL and may have run
across similar
