It's the ISP and don't let them tell you otherwise. That's a pretty common fact that DSL will do this from time to time, mine does it too. Sometimes I've heard that making a proxy server or enabling it will help this problem, but it does not in my case. The problem is not solved with the work around for it comes back at varying times. His DSL provider, Verizon, says the DSL unit and connection is working fine. His ISP, Maui Net, says there is no problem on their end and that his settings are correct.
