If I recall from my 3.1 days, your mouse driver needs to be loaded
last.  You may have to play around with the config.sys and autoexec.bat
to reposition the load order, but you should be able to find an order
that will work. The other thing was that a hot boot would not restore
the mouse. I would have to go all the way down to shutoff and then
startup in order to get it to work so when you are trying different
locations of loading, be sure to shut all the way down.
