Yes, that's by design.
But it doesn't have to be that way. You can set the email links to open to
any size you want.
All my email links open to a maximum size and I use IE 5.5 and OE 5.5
So if it works for me, it can work for anyone.
Just to be sure - did you open an email link and then use your mouse to
stretch the window to a maximum size and then exit?  And had no other
windows open when you did it.
Your email links should open at the same size as you stretched the window
to.
This is by design too.
