I use Lotus Smart Suite.  When entering text items in the 1-2-3 
spreadsheet that begin with a numeral, the way to preserve the 
text format is to start the entry with an apostrophe. To enter 
9-1999 you would simply type '9-1999 and press enter or the 
arrow key in the direction you want the cursor to move. 

The Lotus Approach database will import entire spreadsheets 
or ranges as long as you have set them up with a title line at
the top of the sheet.  Couldn't be simpler!  As a matter of fact,
I find it much quicker to design my databases in a 1-2-3 
spreadsheet because I don't have to decide on actual field sizes
until I have entered enough data to make an intelligent decision.
Also, it is much easier to change the order of the fields in 1-2-3
simply by changing the order of the columns.  

I tried Excel 97, and decided that MS could keep their klunky
spreadsheets! 1-2-3 and Approach both export data in enough 
different formats that I've never yet had someone who couldn't 
read it.  

However, since you probably don't want to go out and buy new
software, why don't you simply try entering your string with a 
leading apostrophe?
