That's cuz the links on your favorites are simply shortcuts.  Like I
said, in versions previous to XP, the only icons you can change are
shortcuts.  To change folder icons, you need third party
software....unless the folder is a shortcut, of course.

Like Clint said, just right mouse click on the folder on your desktop,
and then click on the "Change Icon" button.  It will bring up a "Change
Icon" window, where you will see additional icons Windows supplies.
Just click the "Browse" button and locate the folder you saved your
icons in and then highlight the desired icon, then click apply to change
the icon on your desktop.

Also, for those interested, you can also personalize your link icons in
IE.  Just right click on the link and follow the same steps.  I often
save a logo from a web site as an *.ico file and then use that for the
link icon.  It helps me identify the link a lot faster when looking for
them.
