What application are you starting with? I try to do as much as possible from a vector based app like Illustrator or Corel Draw, and when I do, even if I bring in raster images (JPG, GIF) I get a crystal clear iamge in PDF. Also, keep in mind that the size and resolutionof the raster images (72DPI versus 300DPI) will affect the output and file size in my experience.
