Look again...from the Windows page:

Version 4.05
3.0MB Acrobat 4.05 Middle Eastern (ME) Update for Windows 10/13/2000
2.8MB Acrobat 4.05 Update 2 for Windows 7/25/2000

What's available is the Update 2. The first update, which was essentially a rewrite of the whole program, had to be ordered on disk. Don't you remember the stink when Adobe announced the 4.05 update, and then users found that it wouldn't be shipped for 6-8 weeks "and" that people would have to pay $14.95 to have the disk shipped? This was like a 100mb file and most people didn't have the connection speed to support such a download. Customers complained that they shouldn't have to pay for Adobe to send out a fix for a program with 11,000 bugs.

It only makes sense that Adobe would no longer want to support a version (4.0) that is two iterations down from the current version.
