Go to the Preferences --> General tab and check the "Use single-key accellerators to access tools" option. Et voil�, the keyboard shortcuts are back.

In the localized version this item is a word-by-word translation which doesn't make any sense in french. Something so esoteric and so silly that I'd never guessed it could be related to shortcuts...
