Yes, that's true - you can't change the type of an item. But I am not sure that's an action that most users do, or do often...

Sure, but the big majority of these people has no control over their desk... they are at the mercy of their IT types. And the ones who have the control over their desk will think twice to shell out some $700 for Acrobat Pro (that's the price in Europe)...

No, but they'd be willing to put Standard on those desks in order to enable creation & commenting.

Yes, I would agree with you that for forms authoring & maintenance, the gains are few - and in some cases, can indeed be losses. You and I have also had this, "this is by design" talk concerning Adobe Form Designer.
