When the Spotmatic F is used with an SMC Tak lens that has the linkage
you describe (one or two don't), the meter switches on if it senses
light. Covering the lens with a cap will turn it off. It's designed that
way to provide open aperture metering without the use of a switch like
that on the Spotmatic.
