That's not a Photoshop question - it's a Windows question.

And the answer is "yes" - Windows will keep all virtual
memory in RAM until the total virtual memory allocation
exceeds the physical memory size of the machine.

A faster disk, of course, helps you when it comes time to
write the image out to disk.
