It's one thing to have laws, it's another thing to enforce them. Here in Ontario, Canada, we have wonderful environmental laws. They look very impressive. What this government has done, is to cut back funding of the Ministry of the Environment drastically, so the number of inspectors out there is but a fraction of what it was a few years ago. Might as well dump all that sludge in the lake, if you know you won't get caught!
Besides, thanks to NAFTA, we Canadians and Americans can just open a plant in Mexico. To conform with NAFTA, the Mexicans have wonderful environmental laws in place, but they don't enforce them at all!
