With all due respect, Shel - you're talking through your hat.

We don't tell you how to do candid street photography;
why are you trying to tell us how to photograph moving vehicles?
(And, especially, moving vehicles at night; a very tricky area).

Arnie doesn't, as yet, have the experience necessary to pan-track
a vehicle over 1/4 of a second (I'm not sure *I've* got that).
it's obvious what he's going for - the background tracks of a
long exposure tell the story of motion.  But blurring the detail
of the car detracts from the image; using a flash to capture the
detail of the primary subject will let him capture the image he
seems to be trying to get.  Maybe, in a couple of years, he'll
be able to get it wothout a flash.  But for now a (second-curtain)
flash is something he should at least try.
