The offence here is recorded against the driver and the driver loses "point" from their licence. By default the fine is attributed to the registered owner of the vehicle and to transfer the fine to an alternate driver requires the submission of a statutory declaration. I know I recently got booked for doing 4km/h over the limit on a 100km/h highway in the middle of the bush. The infringement cost 1 point from my license (more than 12 over a 3 year period leads to a period of disqualification) and AU$125 received via post two weeks after the event. The transgression occurred in another state (1000km away) so if I wanted to dispute it I would have had to travel to their local court and to view the pic of the supposed infringement would have cost AU$8.50 only payable by cheque.
