The lowest value ISO range adopted by camera makers is usually the sensitivity 
just under which the sensor saturates for the optimum bias and ADC sensitivity. 
At this point noise will be optimal as will exposure latitude. Lowering the ISO 
may compromise performance as the sensor may have to be biased so as to reduce 
sensitivity to prevent saturation. If you need slower effective ISO ND filters 
are the go.
