I really hate flash work but i've got a small project that requires a mult-flash setup and am working out how best to set-up.

The manual power setting is relative to the flash maximum output power. You cannot set multiple 500FTZ to different power levels in TTL operation, only in manual. To achieve that you need to use the more recent 360FGZ (with cameras that support the P-TTL mode) and dial specific compensation on each unit. Your example (main light with lower fill light) can only be achieved with 500FTZ in the so called contrast control mode where output is ditributed as 1/3 for the fill flash and 2/3 for the main flash.
