If you buy from a reputable dealer, chances are they have checked it out,
just like with any camera.
I think the thing with digital cameras, especially DSLRs is that they see much heavier use than film cameras.
Any modern camera has a raft of electronics, whether film or digital, odds are that if the camera has made it through 6 months or so of use, they are OK.
However, shutters and whatnot are only good for a finite number of actuations, so a camera which looks pristine may have a lot of exposures on it, and may be well on it's way to being worn out.
A repair depot can plug the camera in and tell you how many exposures are on the clock, but the user counter may have been reset, and not show the total number of cycles.
