To the best of my knowledge from talking to other sellers, Paypal is 100% on the side of the consumer - which is good news if you're a buyer. They will go to the end of the earth to believe your BS story and refund your money.
However, they apparently will only go for it a time or two per buyer. In other words, if you're the type who complains a lot, eventually too bad for you, they'll tell you to take a hike. However, the seller gets their paypal account jacked up in either case, and for a long, long time. They've got a huge backlog of complaints, and they don't respond to emails requesting information except by form letter. You can't reach them on the phone unless you have an hour to kill and don't mind hearing "I can't help you with that, I'm sorry you're disappointed" over and over again by minimum-wage no-nothings.
