It's generally better to format cards in the camera as there have
been subtle differences between formatting operations performed by a
PC vs the camera that can occasionally cause problems. Deleting
files, however, is reliably performed in either, at least in my
experience.
Normally, I download using a card reader and leave the files intact
on the card. This gives me the opportunity to review them on the
computer first, just in case a download error happened on a given
file. I then format the card in camera as it is faster.
In some cases, however, I want to keep a few exposures on the card
for various reasons, so I mark them to be Protected and do a Delete
All in the camera. That deletes everything except the Protected
files, where Format will erase everything.
