One problem with commenting on the PUG versus a PESO is the amount of
time necessary.  When confronted with a single picture, you can
quickly look and make a comment on it.  When confronted with an entire
gallery (especially when the gallery is large), it takes much more
time to even look at all the pictures, let alone trying to comment on
them.  So what tends to happen is many may look but not make the
attempt to comment.  Others will just comment on a few that they liked
the best.  One or two brave souls have attempted to comment on all
photos.  That takes a large amount of time or the comments end up
being less meaningful.

I think the popularity of PESO-PAW is the fact that you can post an
image when you make it instead of waiting for the next gallery -
coupled with the lack of themes.  While the theme has value, it also
makes it so many photos will not be submitted because they don't fit
the theme.

Anyway, people not commenting on your photo can be just as much that
the volume of the gallery is too large as it is that they may not like
your photo as well as others.
