That's because it's quite a different process, in upsampling a regular image 
file the seed information is very different than the data contained in a RAW 
image. The optimum pixel dimensions for a demosaic'd RAW image isn't 
nessecarily equivalent to the native bayer sensors pixel dimensions however 
upsampling a jpeg or tiff never reveals more information the file just gets 
larger.
