I'll just try a couple of your questions. 3) the xL is to be used only on 300mm or longer lenses wherein it intrudes into the rear of said lenses. It contains more expensive 'low dispersion' elements for an improved image.
4) I would think a "very good" A 70~210 f/4 could be had from a photo house for somewhere around $100 US. Hope helpful.
