Hardly. First, fix the emissions from coal burning power stations, chemical plants, and the like. Second, deal with big old dirty diesel engines in trucks, tractors, etc. Even then, you're not down to emissions from old-model cars; they contribute less to air quality problems than there is from lawn mowers, leaf blowers, and recreational vehicles. Admittedly, any step is worthwhile - there have been programs that offer a financial incentive for taking an older vehicle off the road.
