I don't think we strictly speaking know that those lenses were designed for the APS-C format only. I guess it is implied that none of the DA lenses where meant to cover the full 35mm format, but Pentax may still have made some of them with a somewhat larger sensor, like the 1.3x crop one there have also been rumours about, in mind.
