Until a few years ago it was the same here, including most of the camera 
bodies I bought up to then.

The best I could do locally was to pay for an item before it was ordered. 
After arrival, if I didn't like/want it I couldn't get a cash refund.
Eventually led me to deal directly with Pentax regional sales people who 
would send me equipment & I would pay after I examined/used the item.
