I don't think it's a legal issue.  It's an issue of how the industry has 
decided to market to us.  Please read my other posts on the subject as well.

The vast majority of the DVD-watching/buying public have no clue that region 
codes even exist.  A certain percentage of them still refer to a DVD as a 
CD.  They have no interest in out-of-region DVD's and are not aware of their 
existence, so the region-code enforcement works, de facto, without the need 
for a law.

If it's not a law, it can't be illegal.  I'll believe it's illegal when you 
provide proof that a law exists instead of just supposing one does.
