Oops, missed the second part of your question. Yes, most of them do on the 
input side, some have them on the output as well. 

BTW, the flaming UPS was probably a problem with Windows or the software; the 
log showed that the line voltage was high, but the software was telling it to 
boost the voltage like it was low. Also that was quite awhile back.
