The C41 process is standardized, well specified, and produces only the negatives. How well calibrated a given C41 processing machine is depends on the specifics of who's maintaining it. Most do a reasonably good job.
How nicely a given negative is printed depends both on how well the printing machine is calibrated as well as who's operating it. Printing B&W on a C-print photofinishing machine can have very variable results depending upon who's doing the printing and which C41 B&W film in particular you're using. Most C-print photofinishing machines are printing on color paper. Kodak C41 B&W films are easier to print on color paper than Ilford, but results from either can be quite variable depending on the printer/operator.
