A good way to break up a dog fight, especially if one is being especially
aggressive is to pick their hind legs off the ground and pull them back like
as if they are a wheel barrow. If you can get one person per dog, so much
the better, otherwise, take the aggressor (which is not necessarily the one
who started the fight, unfortunately) and pull him out.
This comes from a guy who teaches Shutzhund, so i trust it to be reliable
info.
Any time I've broken one up, I've done it by running repeatedly between the
dogs, knocking them apart until they tire of the game and settle down, or
until the owners get their shit together and figure out that they need to
control their animals.
Dog fights are never pretty, but rarely do the dogs get badly hurt. The 
exception is if a couple of bitches decide to take each other on. Often, 
that becomes a fight to the death.
This is why we had to let Chyna (the gray Belgian we had for a couple of 
weeks) go. She and Bella would have killed each other, given the 
opportunity.
