It's a courier thing, I guess.  No doubt a good set of panniers is
much more stable (lower centre of gravity and all), and a lot easier
on the back, as well.  However, our customers frown on us leaving
their packages unattended on the bike while we go in and out of
buildings making pickups.  Hence the shoulder bags.

However, you're certainly right...
