Nope.

I had two cameras with me, iPhone and TV news camera. I was too busy
slowing oncoming traffic at the corner (more a bend in the road, about
45 mph max) and directing traffic past the incident, and the scene
itself was unremarkable. Of course I assessed the whole thing for
newsworthiness, and decided it was not even on the meter. If I had
started snapping away at the 2 ladies in the car I would have been
failing in my duty as a member of the community to help where needed.
Had the scene been newsworthy, and as long as I was not failing in any
public duty first (like First Aid) then the TV camera would have been out.

It's a judgement call of public priorities versus professional needs.
