Yes, to avoid a whole bunch  of people getting ticked off...

Private emails could go to the  photographer about their images. Discuss it 
with him/her.

But, otherwise,  I basically agree with John. Once you set yourself up as a 
photographic judging  panel or authority, it gets sticky wicky quickly.
