As others have pointed out, the title doesn't really match the photo,
as it doesn't look like a city of tents.

That being said I think it's a good photo.  The bare, dirty-looking
arm hanging out of the tent and the fact that it's among high grass
and next to a rusting car door tell us that he's likely indigent.

I look forward to more in this series.  Maybe the series will bear out
the "tent city" designation?
