Check out the Ilford download for the windows ICC profile. If you
download the file for any paper, you'll get a PDF explaining how to
use them with a Windows machine.

As long as you have the software to create ICC profiles you can
indeed
do it that way.
I just save them as a paper profile in the printer driver.
