I believe you are wrong here.   According to a posting several years
ago on the Adobe Camera Raw forums Adobe receive a lot of information
from Pentax - not only lens codes, but also documentation on some of
the other Pentax Private fields in the EXIF tags.

But that's only Adobe.  While I suppose Dave Coffin, say, might be
able to enter into such an agreement with Pentax, it's probably not
going to be worth the trouble - at the very least, it would involve
lawyers, non-disclosure agreements, etc.  And there's no way that I
would be able to get the information from Pentax for my private use.
