The books I've read  on up sampling suggest doing it in stages.  They 
recommend going up by  10% increments (so if you have an image that is 
200pixels wide, up it to  220) until you get the size you want.  also 
make sure elements or PS is  set to use bicubic smoother for the resizing.

I've been successful in up  sampling 6mp images and printing them at 
20inx30in.
