I have posed the "difficult customer" to security at West India Quay.
At dusk on 9/11, even. :-)
They were quite well-behaved, but didn't allow me to use a tripod
because it was a "health and security hazard" to the said public
strolling past.

After a bit of talking they also claimed my camera was a "professional
camera", not intended for snapshooting. And no, P.J., I didn't tell
them it couldn't be a professional camera because it was a Pentax.
However, I took the lead and asked them if it would be OK to take the
same picture with a small compact. He said "yes, but you still can't
use the tripod." So I asked him if it would be OK as long as I didn't
use the tripod. He confirmed. There was a statue with a high granite
socket nearby. I asked his explicit permission to use the socket for
support, got it, and took a pic with a W60 compact on low ISO, using
the self-timer. So I got the last laugh anyway, I guess. Also, I
didn't leave until I had an email address for where to apply for a
photo permit.

Anyway, the guys on duty that night were very sensible; in a kind of
we-didnt-make-these-rules-but-want-to-do-our-job-properly kind of way.
