You can file a complaint with PayPal. I did that once and got my money back from them; it took some time to come in because they had to wait for the seller's account to have a sufficient balance so as to take it from them but it worked in the end. It was a similar case, too - the parcel was recorded as delivered and I never got it. Dunno if someone stole it from my doorstep or what. PayPal service is a bit of a pain but you get there if you persist.
