You can't expect direct admission of error from anybody in East Asia.
(Just try getting a Japanese software company to acknowledge a bug, for
instance.)

It's generally more productive to say things like "perhaps a package has
been misdirected" than to say "you didn't send one".  Even if this makes
one's anglo nature want gnaw on rocks.
